Summary: Report investigates mills within a radius of 100 miles of Charlotte, N.C. to look at child labor conditions in North and South Carolina. Looking for infractions based on age, hours of employment, night employment, and degree of danger in tasks performed, they found widespread use of child labor in mills, with the result that many of the children were illiterate or had very little schooling, were underpaid or unpaid, and were unprotected by child labor laws that lacked means of enforcement.
