In the Senate of the United States. February 4, 1863. -- Ordered to be printed. Mr. Rice, from the Committee on Military Affairs, submitted the following report. (To accompany Bill S. No. 495.) The Committee on Military Affairs have had under consideration the memorial and joint resolutions of the Corporation of the City of Washington relative to a railroad from the waters of the Chesapeake to Washington and thence, by the way of the Point of Rocks, to Hagerstown ; also a connecting link of road between Cumberland and Connellsville -- this latter forming with the first-named roads and the intermediate road a line which shortens the distance between the capital and Pittsburg, as well as to all points west, one hundred and ten miles, as shown by accompanying map ..
